Biography

Mike Armstrong served as General Manager of Water District No. 1 of Johnson County, Kansas (WaterOne) for 20 years and as WaterOne’s General Counsel for 5 years. WaterOne is the public water supplier for 17 cities in Johnson County, Kansas, and currently serves more than 470,000 people. WaterOne has a AAA rating from Standard and Poor's and an AAA rating from Moody's and has received numerous awards, including the Platinum Award for Exceptional Utility Performance from the Association of Metropolitan Water Agencies. Prior to joining WaterOne as in-house General Counsel, he served as outside legal counsel and practiced water law, environmental law, real estate law and construction law in Olathe, Kansas.

Armstrong was appointed to the Kansas Water Authority by the Kansas Speaker of the House in 2015 to represent WaterOne on the Authority, which is responsible for advising the Governor and Legislature on policy development and planning issues involving the State’s water resources. 

He was appointed by the Assistant Secretary of the Army and the U.S. Army Corps of Engineers to represent Water Supply Stakeholders on the Missouri River Recovery Implementation Committee, which is a collaborative stakeholder committee developed to advise the Corps on operations and management of the Missouri River. He completed Leadership Kansas in 2007. He serves on the Board of Directors for the Association of Metropolitan Water Agencies and on the Water Utility Council of the American Water Works Association. He also serves on the Johnson County Community College Foundation Board.   

He received his undergraduate degree from Kansas State University and his law degree from the University of Kansas.
